Want to Ruin the Market for Looted Syrian Antiquities? Here's One Way

This new CBS report joins other undercover reporting that includes cellphone photos sent by traffickers to the reporter showing artifacts for sale.  Which suggests an interesting idea I haven't heard mentioned yet for how to fight the illicit trade in such artifacts: gather such images, just as the CBS team did, and then post them on the internet, identifying them as illicit and effectively rendering the artifacts unsaleable -- at least unsaleable to what Matthew Bogdanos in the report names as "the four destination points of New York, London, Paris and Tokyo" (Bogdanos for reasons I don't understand leaves out the Gulf States, certainly a more likely destination for ISIS-looted artifacts than Tokyo).

There are some downsides to consider. Undercover work costs money -- though for this nowhere near the amount it costs to mount international investigations of smuggling networks (to say nothing of what we are spending to remotely monitor the ongoing looting of sites), since only one node is being accessed.  This would not be risk-free work -- no undercover work is ever risk free. Buyers would have to rotate and be replaced to avoid detection and harm. And if it were to be undertaken, those posing as foreign buyers would almost certainly need to work with the Turkish or Lebanese  police, which might prove difficult. But unlike seizures of artifacts coming into the US or UK or France, which constitute a loss of profit for the dealers that they can and do simply pass on to buyers as a cost of doing business, the immediate losers in the case of looted artifacts posted to the internet would be the smugglers, who have no way to pass on the cost. The passing on of images via cellphone photos would become a thing of the past pretty quickly. (Many smugglers have already turned to video-streaming or snapchat-like image sharing to try to leave no record on the phones or computers of complicit buyers, but undercover buyers could easily capture those images.) [UPDATE 10/17: the CBS news producer speaking at the Met says the fellow who sent her the cellphone photos is still sending her photos, so he obviously wasn't much deterred -- though it would be interesting to see what happened if CBS were to now post those photos!]


This would be a great program for UNESCO in coordination with INTERPOL, the FBI, the Blue Shield, and the carabinieri to undertake. [For reasons I hope are evident, it would not be something to be done by academics as part of a research project.] It might be sponsored by the Getty and dealers who ought to prefer this kind of exposure to the gotcha they've experienced from the use of the Medici archive to embarrass them. Maybe, instead of yet another meeting bewailing the loss of heritage, it would make sense to spend that money on some undercover work.

ADDENDUM: An interesting new article by Sam Hardy studying direct-to-buyer reports notes that

 After the publication of photographs of the royal graves at Copan in Honduras (Stuart, 1997), the site was looted (Agurcia Fasquelle, 1998) in a way that indicated collectors had effectively used National Geographic as a sales catalogue. Likewise, a hieroglyphic text and carving of a bound captive were extracted from one 1,300-year-old stela, and a single sceptre was extracted from another such stela, at Dos Pilas (Luke, 2005). Without perpetrators’ use of publicly accessible documents to identify the targets, the fact that these thefts were commissioned would have remained unknown.
So at least in some cases, the existence of publicly accessible images did not deter buyers. But these were objects in situ not yet looted, and so not brought to the attention of law enforcement as pieces for which to be on the lookout.

UNSCR 2199 (2015): How Useful is it?

Given the continued references to UNSCR 2199 as a strong international response to the cultural heritage bit of the disaster now unfolding in Syria and Iraq, it is worth noting that the resolution contains only three action items regarding heritage, and that the resolution's only concrete action is the following:
17. Reaffirms its decision in paragraph 7 of resolution 1483 (2003) and decides that all Member States shall take appropriate steps to prevent the trade in Iraqi and Syrian cultural property and other items of archaeological, historical, cultural, rare scientific, and religious importance illegally removed from Iraq since 6 August 1990 and from Syria since 15 March 2011, including by prohibiting cross-border trade in such items, thereby allowing for their eventual safe return to the Iraqi and Syrian people and calls upon the United Nations Educational, Scientific, and Cultural Organization, Interpol, and other international organizations, as appropriate, to assist in the implementation of this paragraph.
In other words, nothing specific beyond what has already been affirmed. What the "appropriate steps" are is left to the imagination. Contrast the very specific steps described in the fifteen action items dealing with the oil trade, and the weakness of this resolution with regard to the trade in archaeological material becomes even clearer. 

I wrote a book about the failures of policy that led to the looting of the Iraq Museum and of Iraq's archaeological sites following the invasion of Iraq. The advent of ISIL poses a much more difficult problem, to be sure, than the American invasion did. And UNESCO, Interpol and other international organizations are doing their best to respond to the call with the very limited means at their disposal. But the lack of more robust policy measures in UNSCR 2199 is a failure that needs to be studied and learned from.

Post-disaster response: Is priests spontaneously deciding to sleep in the ruins to stop temple looters the best we can do?



To deter looters, Buddhist priests are now sleeping amidst the ruins of their temples. Something akin to this was done, if memory serves, to try protect Angkor Wat as well. This kind of mobilization of believers in heritage is deeply moving.

It is also of importance that international agencies mobilize, as UNESCO is doing. But one big question that will have to be thought about after the fact is whether the UNESCO fact-finding mission structure is really the best way to deal with these kinds of disasters, or whether it makes more sense to invest the very scarce resources of UNESCO instead in disaster response plans so that even after a catastrophic event like this one there an in-country response team tied in to local volunteer groups is ready to get started assessing and mitigating, with call-back capacity to UNESCO and via UNESCO to the Smithsonian and other cultural heritage protection organizations. No such disaster plan appears to have been in place for Nepal. This despite 2 inscribed sites and 15 more on the tentative list of World Heritage Sites.

If a reporter can go undercover and reveal a smuggling network, why aren't the police and UNESCO doing so?

Much of interest in this story. If the Lagash relief is in fact genuine, and was dug around 2006 in southern Iraq, its appearance for sale on the Turkish border in 2015 reminds us that massive looting occurred between 2003 and 2008 during the US occupation. It also reminds us that dealers are willing to stockpile looted artifacts, especially valuable but "hot" ones, for very long periods until a buyer can be found. And it shows that the networks connecting smugglers with buyers are not independent chains but involve trading between middlemen -- a reasonable structure given the nature of the demand (one doesn't want to miss the chance to take advantage of the intermittent appearance of a possible high-end buyer).

But the key take-home point is not made so much as illustrated by the reporter's having to go undercover in order to get the story, but being able to do so without much difficulty or worry. That shows that it is not hard to get to those dealing, but that the way to get to them is via locally-originated but sometimes multi-nationally pursued sting operations -- not, in other words, via high-profile but rare seizures by customs agents, nor the kind of arms-length work INTERPOL and UNESCO normally do. Antiquities smuggling networks are fluid, evolving, and adjustable, and this requires fluid and adjustable counter-operations.


UNESCO does appear to be taking steps in the right direction, including establishing the "crack team" mentioned but not detailed in the article. Presumably it comes out of these meetings held last November and includes the carabinieri, who actually do the kind of work needed. But there have been no major take-downs of international networks since then, despite the ease with which the reporter was able to discover so much. Is the crack team involved in operations, or merely trainings?

Scathing critique of UNESCO's ineffectual response to Syrian crisis

Michel al-Maqdissi, former director of the Syrian Directorate General of Antiquities and Museums' Archaeological Excavations department, points out the ways in which UNESCO has failed to go beyond the traditional list of UNESCO measures to do more than what it traditionally does (i.e., training customs officials, putting monuments that are already damaged on the "threatened" list) -- and does, Maqdissi notes, too little too late. The article is interesting throughout, but for me the following points stood out:

-- Qatna-Mishirfeh, a famous site, has not been looted. Maqdissi says this is because it is too famous and people would know, but he also notes that "in contrast to other sites, Qatna-Mishirfeh is still being guarded."

--the majority of looters are professionals working in gangs that learned their trade in Iraq. 

-- it does not make economic sense for armed groups to go into the antiquities trade, since it is not a quick business and rebels need money fast. (This is true, but if the gangs are being taxed, as reports have suggested, then rebels can milk the trade, assuming the gangs are adequately capitalized to be able to retain inventory as we know they have done with the massive amounts looted in Iraq from 2004-2006.)

-- UNESCO has been training the staff of the General Directorate of Antiquities and Museums but not the activist groups engaged directly in trying to protect sites and museums.

-- Nor is UNESCO thinking about ways to get Syria's site guards paid:
Traditionally, the guards are paid by the Syrian government and by foreign archaeological missions, which usually brought the money into the country themselves. 
For more than three years now, foreigners have stayed away. I have tried to help by picking up the money personally at foreign institutions and sending it from Lebanon to trustworthy Syrians, who gave it to the Directorate of Antiquities so that the guards' wages can be paid for another year. But that only helped a small number of the guards. According to my estimates, 30 to 40 per cent of them no longer receive any money. The sites of the ancient trading city of Mari-Tell Hariri, for example, are currently being guarded by overburdened villagers.
It would be interesting to take a look at UNESCO's budget to see how much has been spent on its international meetings and on conservation training, and to ask how many sites would have been saved from looters had the funds instead gone to pay site guards' salaries. But that's an academic question, since as Maqdissi says, UNESCO's bureaucracy is very entrenched -- including, notably, the experts whose expertise is not in guarding but in conserving -- , making it almost impossible to redirect resources.
And one can see why paying for site guards might open a can of worms for UNESCO. The World Heritage Fund's annual assistance budget for the entire world is only $4 million, and while Syria's situation is perhaps the most desperate, there are many, many countries lacking the money to pay for enough site guards. 
So where is the money to come from? One answer, laid out by Mounir Bouchenaki in his contribution to Antiquities Under Siege, might be actually funding the Intergovernmental Fund for the Protection of Cultural Property in Times of Conflict, established but (to my knowledge) never actually contributed to by any state party. 
Don't hold your breath on that happening any time soon. It would take leadership from the US, which sends John Kerry to talk loftily at the Metropolitan Museum about the need to do something to stop the looting of sites in Syria but whose policy moves have been limited to helping document the damage. 
There are, to be sure, other funding sources in the world aside from governments and foreign archaeological missions. One could imagine, for instance, the antiquities dealers associations, museum directors' associations, and a phalanx of ultra-wealthy enlightened collectors, all led perhaps by James Cuno, coming together to set up their own fund. Or, better still, lobbying the governments of major collecting nations to set up funds and generate the revenues to go into those funds via a tax on antiquities sales. 
Wouldn't that be great?

Kaylan's review of the new Metropolitan Museum show

Melik Kaylan reviews the awesome new show at the Metropolitan Museum. As he makes clear, it is well worth seeing. One sentence in the review, however, gives us pause: "That their civilization was centered for a while in what is now Mosul, Iraq, gives us pause. Many such objects would now be endangered—originating, as they do, from the famed palace of Nimrud and its environs."  A sense of irony is called for here about what endangers museum-worthy artifacts in Mesopotamia. Reports, including one just this week at UNESCO, indicate that while mosques, shrines, and religious manuscripts are endangered by ISIS' iconoclasm, antiquities are not for the most part being destroyed. Instead, they are being dug up or pillaged and sold (with tax paid to ISIS). And where do they go? "According to Baghdad Museum director Qais Rashid, 'Assyrian tablets were stolen and suddenly found in European cities.'” 

The European collectors who are buying these artifacts illicit will over the long haul undoubtedly either sell them onto the international market or donate them to museums like the Met, for future exhibitions like this one. 

So Kaylan doesn't have it quite right. What is most endangered is not the small number of museum-worthy antiquities like those displayed at the Met. ISIS is implementing a regulated "licit" market in areas under its control, and permitting the international export of artifacts -- a kind of parodic realization of the market structure advocates from the collecting community drawing on John Merryman's work have called for. Those artifacts are safe. What is endangered, rather is the context of the sites out of which they will be snatched or chiseled, and the knowledge of the past that this context holds.

UNESCO's actions in response to the looting in Egypt


Edouard Planche, program specialist in the Cultural Heritage Protection Treaties Section of UNESCO's Culture Sector,  has kindly agreed to allow me to repost the comment he made on Derek Fincham's Illicit Cultural Property blog, regarding actions that UNESCO is taking in Egypt:
Following the information given by the Egyptian Ministry of State for Antiquities, UNESCO published immediately the data of the stolen objects on its website:http://www.unesco.org/new/en/culture/themes/illicit-traffic-of-cultural-property/emergency-actions/egypt/warning-looting-of-the-malawi-national-museum/.
At national level, the UNESCO field office in Cairo continues to provide support to the museum staff and the Ministry of State for Antiquities to refine the list of looted objects and translate it into English. As of today, through the efforts of the Egyptian authorities, the police has already succeeded in recuperating 121 objects but 911 objects are still missing.
UNESCO is taking the initiative to circulate the most updated information concerning this looting and to inform its partners in order to ensure maximum vigilance on anticipated attempts to illegally export and sell the objects on the market.
UNESCO works closely with IGOs sucha as INTERPOL, the World Customs Organisation, ICCROM, UNIDROIT as well as with selected NGOs such as, for example, ICOMOS, ICOM, the International Committee of the Blue shield and private partners of the art market.

Against Despair Over the Looting in Egypt

I am hearing a lot of despair being expressed, on facebook and elsewhere, about our inability to do anything to stop the destruction of cultural heritage in Egypt as elsewhere -- even from people as otherwise optimistic as the great folks engaged with the Sustainable Preservation Initiative. After all, if one cannot protect human lives, how could one protect sites and museums? And if all that international organizations like UNESCO can do is to issue one more statement deploring what is happening, what else can we do?

We can do a lot more actually, and SPI helps point the way, though of course SPI-like initiatives in these countries in chaos are impossible. The key point of SPI, though, is the taking-responsibility by non-governmental groups, and that has to happen here as well -- in spades, since the government has abandoned or lost the ability to fulfill its responsibilities.

So with that as the principle here are a few things that could be done:


  • Non-Egyptians could help by finding ways to donate to Egyptians like Monica Hanna, Save El Hibbeh and other facebook groups, etc. who are mobiizing Egyptian citizens to take direct action where possible; 
  • We could raise money to pay for remote site monitoring to at least make sure the world is aware of what is going on; 
  • We could push much harder for a worlwide emergency ban like the one UN Resolution 1483 imposed on Iraqi materials; 
  • We could help foster longterm growth of both SPI-like and citizen-led emergency site protection groups in countries where breakdown, revolution, or invasion seems possible (UNESCO is doing something like this but working with governments not with NGOs incountry);
  • We could explore ways to tap into the military-to-military friendships that one supposes must exist given the decades of joint exercises, to see if there might be some way to appeal individually to officers there who are in the right position to move some forces onto sites. 


These are action items, and I am sure there are others beyond this (please chime in anyone). But they take energy, as well as financial resources, neither of which exist in anything like the amounts needed for the overall task of investing in sustainable site protection. What we need, above all, is a stable and substantial revenue stream that can feed and incentivize such efforts. SPI generates sustainable revenue streams but only at the local level and only so long as the government takes care of law and order more generally. Is there another market in things archaeological that is not the tourist market, a market that is not affected negatively by unrest or revolution as the tourist market is, a market that is legally protected and therefore could generate sustainable revenue streams, say via a tax or user-fee on purchases with proceeds funneled to support efforts like those above? Why yes! Guess what market that is.

UNESCO's response to the Syrian crisis: more handwringing where new ideas are needed

In response to the latest footage showing, again, shelling of World Heritage sites in Syria, the head of UNESCO has issued yet another in a series of futile calls for an end to such destruction. What is most depressing is not just that these appeals are almost certain to fall on deaf ears, but that Ms. Bokova is missing the opportunity to call for changes that need to be made in the international instruments she cites -- changes that are desperately needed if there is to be any hope of reducing site destruction going forward -- whether such destruction is due to military action, as in the case of Syria, or to the actions of antiquities looters who operate with impunity in these conditions.

Take the 1954 Hague Convention, which was designed to discourage States Parties from firing at sites or pillaging them. As the article notes, "In an earlier statement, Ms. Bokova had said that 'destroying the inheritance of the past, which is the legacy for future generations, serves no purpose except that of deepening hatred and despair and it further weakens the foundations for cohesion of Syrian society.'" It is true that one effect of of destroying World Heritage sites is to deepen social divides, and in the case of the Taliban that was certainly the purpose. But as a matter of fact, the Hague Convention itself recognizes that there might well be a good reason for shelling a World Heritage site -- if the enemy has moved onto the site, the Convention says, anything goes. Whoever moves onto a site first is culpable in that case.

For the Hague Convention to do any good in the Syrian context, then, Ms Bokova would need to go beyond vague appeals to warring parties to cool it, and instead urge that the international community to do what it would take to hold accountable whoever moves their forces first onto a site. Why does she not call strenuously for an international monitoring system capable of putting eyes in the skies over World Heritage sites in conflict zones, so that those who move first onto the sites can be identified and then indicted and prosecuted?

The other international instrument cited by Ms. Bokova, the World Heritage Convention, is similarly hamstrung when it comes to dealing with Syria-style threats. The Convention itself has always been overblown about the protection it provides to the sites listed -- looting may have been one of the threats mentioned but from the beginning the more important threat was defined as that caused by development or by neglect. And the aim of the list was to incentivize governmental investment in conservation and planned tourist development.

What happens, then, when war breaks out? Tourism is non-existent. That makes the threat of de-listing -- the only stick that the Convention provides -- relatively unimportant, in the short run, which is the only run that matters when a state is at war.

Is there any change that could be made to the Convention's listing procedures to give it some relevance in situations like Syria? Yes. For starters, to get or stay on the list, UNESCO could require countries to submit a disaster preparedness plan for approval. A more robust change would require countries to contribute a percentage of tourist-generated tax revenues to an international disaster-response fund, a kind of insurance policy.

These are, admittedly, not necessarily easy changes to effectuate. But that is all the more reason for the head of UNESCO to be forcefully advocating for them, or for some other innovations. The problem is too dire to settle for the usual "I am shocked" pronouncements.

This Is the Future of Archaeological Site Protection. Are Heritage Protection Advocates Listening?

40 hours, a GPS tracker, a radio transmitter, and a used video camera. Cost: about $300. Results: the equivalent of an almost-realtime satellitelike monitor's view. This is exactly the kind of cheap, individually-launchable technology that could with a bit of tweaking allow heritage protection advocates to watch over remote sites where looters dig with impunity because antiquities police have inadequate intelligence about what is happening where, or where, as in Syria today, parties to armed conflict are themselves doing the looting to fund their fights and the international community has no way to assign blame because the visual proof is lacking. (Had such technology been available and deployed in Iraq, where for several years the only way to find out what was happening on the archaeological sites was to risk being kidnapped as Micah Garen and Susanne Osthoff both were, those of us who were hearing anecdotal reports of massive looting might have been able to confront US policymakers with embarrassing visual evidence and forced the US military to address the problem instead of sweeping it under the rug.)

The supporters of heritage protection -- UNESCO, ICOM, ICOMOS, ICCROM, archaeological organizations such as the AIA, SAA, and others, foundations, deep-pocketed museums like James Cuno's Getty and the Metropolitan, and wealthy collectors with consciences, the Smithsonian, etc. -- should be focusing now on this very doable technological advancement. Why not go to Google and ask them to sponsor a contest with a prize for the best invention in the field of remote site monitoring?

After Iraq National Archives, after Baghdad Museum, after Cairo Museum, Why Was Egypt's Library Not Secured?


The burning of the Egyptian Scientific Institute in the midst of the chaos in Cairo is a cultural disaster on a par with the worst acts of destruction of heritage in recent years, arguably worse than the losses to the Iraq Museum (since stolen artifacts can still be recovered, whereas the burned original manuscripts are gone forever). Whether the fire was started by a Molotov cocktail or, as some have asserted, was set by the soldiers inside the building, is not yet clear, and may never become clear. What is clear, however, is that the burning of this library reflects yet another abject failure of heritage policy to protect heritage when it is most at risk.

It is not as if this eventuality was unpredictable. After the Cairo Museum was robbed in the midst of similar chaos last January, the Egyptian government, and the military leaders who run the country, should have been able to work with international heritage protection agencies and organizations such as UNESCO, the Blue Shield,and others -- including the many, many Egyptian citizens who care deeply about their heritage (and showed it by joining hands to cordon off the Cairo Museum in January) -- to put in place contingency plans to keep cultural institutions secure during periods of unrest. Last but not least, the US government, which subsidizes Egypt's military to the tune of billions, ought to have demanded the Egyptians secure their cultural institutions and sites as a condition of aid. But of course, since we have no carabinieri-like forces ourselves to do this sort of thing, and little interest ourselves in securing cultural sites apart from major tourist attractions such as the Baghdad Museum or Babylon, chances are that no one from the Pentagon was even thinking about the problem, even after the looting of the Cairo Museum.

That was in January. Did the fate of the Cairo Museum provide a wakeup call that site security needed to be an urgent policy priority? It was not until mid-October, after months of bureaucratic chaos, that the government announced it had set up a committee to develop security plans, so the answer is most likely no. Nor did any citizens' groups evolve out of the noble ad hoc handholding at the museum.

The result? If this CNN report is accurate, the military did not set up a perimeter around the building. Instead, a small number of soldiers stood on the building's roof and goaded the protestors:

The library was a scene of intense confrontation Saturday.

A dozen men dressed in military uniform were positioned on the library roof and threw cement blocks and rocks on the protesters and sprayed them with water hoses to push them away from the building.

But protesters hurled back rocks as well as Molotov cocktails. Then a massive explosion erupted, apparently originating from inside the building, and black smoke billowed.

Firefighters were busy putting out another fire in a nearby building.

Protesters were bleeding from rocks thrown at them.

What is to be done going forward, beyond the important immediate task of salvaging the remnants of the library?

First, the courage, energy, and passion that Egyptian citizens have shown in responding to the disasters at the museum and now at the library needs to be channeled into civic organizations that can be mobilized proactively next time around.

Second, UNESCO needs to either shift resources from conservation and development or supplement them with additional funding focused on securing cultural sites during periods of political unrest.

Third, the United States needs to exercise some leadership and influence, where it has leverage or ties with militaries in countries undergoing transitions or crises, to induce them to do the right thing.

Fourth, NGOs and foundations that support cultural heritage conservation need to begin thinking about how they can work directly with nascent heritage site protection NGOs in-country.

Did NATO Plans to Help Libyans Topple Ghaddafi Include Inducements to Protect Libyan Archaeological Sites?

This UNESCO statement warning authorities in and neighboring countries to guard against looting of their archaeological sites raises some important questions. With Libya now more or less liberated from Ghaddafi's tyranny, what will happen to the extraordinarily rich archaeological sites there now, with the country in what may be a protracted period of instability? I am ashamed to say that I do not know enough about Libyan politics to be able to say whether archaeological police were part of a hated governmental ministry (as was the case in Egypt and Iraq), but in any case the sites are almost certain to be left less well-protected than they should be. Are there any short- and middle-range steps that could be taken at this point, beyond issuing statements, to help the Libyan people protect their own (and the world's) archaeological heritage from the market-driven looting of antiquities that spikes during such periods?

NATO has certainly thought about this problem (as in this excellent conference held a few years ago in Tallinn), but it is pretty unlikely this thinking has been translated into the very politically constrained operational planning structure under which NATO must be operating in Libya. Let's be clear: No U.S. or British or Italian tanks are going to be rolling to the gates of Leptis Magna. This is not Iraq. But one could imagine a number of other stopgap measures that might be taken, if the planning had been done over the past month or so. These possibilities include:
a) helping the ministry of culture to organize and enlist Libyans, preferably locals for each major site, into site-protection groups who could camp out in large numbers on the sites and act as a deterrent.
b) helping the ministry of culture work with the antiquities police units directly
c) providing real-time aerial and/or satellite monitoring information
d) placing import bans on antiquities from Libya
e) with the permission of Libyan authorities, bring the carabinieri over to help the antiquities police cope with the heightened threat
f) providing Libyan archaeological police and site guards with material support in the form of walkie-talkies, remote monitoring devices, helicopters, etc.

Readers of this blog may have other ideas to add.

These suggestions are about what NATO and the community of nations could and should be thinking of doing. But -- and it is a big but -- there is no reason why many of these suggestions could be pursued by cultural heritage NGOs, if they were a little less focused solely on sustainable tourism and more attentive to the threats that looting poses, even to World Heritage sites. I would add that it would be wonderful if a wealthy collector or major foundation recognized this as a problem they could help solve, but I am not holding my breath on that one.

World Heritage List Inscription for Syrian Villages: A PR Coup for a Murderous Regime

UNESCO's World Heritage Committee approves inscription of 40 ancient villages in northern Syria on the World Heritage List, along with a number of other sites. The villages are no doubt well worth visiting, but the timing is somewhat unfortunate, as it affords the tyrannical and repressive Syrian government the opportunity to present itself as enlightened and progressive:
Shakkour [Syria's Permanent Representative to UNESCO] said the decision affirms that Syria, which has more than 5000 ancient sites and the seventh of which to be listed on the World Heritage List, has been enjoying a civilized position that everyone must testify.
The registration of the village, Shakkour noted, is part of a "Syrian cultural vision project". How will such a vision be squared with the Syrian political nightmare project in which the Assad regime is now engaged?

Resistance to UNESCO Visit: Interference in Protecting Egypt's Heritage is "Antiquities Colonisation", Says Hawass

This is a painful article to read. One admires the patriotic spirit and sense of pride that leads Noureddin to assert that Egyptians "are totally able to protect our monuments" and that lead Hawass to reject offers by international organizations to help protect Egypt's heritage, and under normal circumstances these assertions and rejections would be warranted. But these aren't normal circumstances. Normally gangs of armed looters do not attack guarded sites or storehouses.

Italian Antiquities Looting Prosecutor: Legal Frameworks Hampering Efforts to Recover Artifacts and Deter Looting

A quite interesting interview with Paolo Giorgio Ferri by Fabio Isman in the online Art Newspaper. Some of the key points, or at least claims, made by the former Italian prosecutor :

  • restitutions concern only a tiny fraction of illicitly-dug artifacts that have appeared on the antiquities market
  • we are aware of only about 30% of the looting that has occurred
  • Italian prosecutors have a database of at least 200,000 objects that have appeared on the black market 
  • investigations restricted to recoveries on behalf of a single country don't make sense, since the dealers often handle materials from multiple countries
  • tamping down on looting and smuggling of illicit antiquities in Italy has led to organized crime moving to Bulgaria in search of more easily harvested artifacts
  • Discrepancies between the legislation in different countries make it difficult to get assistance (Switzerland viewed Medici's crime as a tax crime and therefore not a matter for assistance)
  • Italian law is too lenient, both in terms of penalties and in terms of its statute of limitations, which encourages criminals to bank illegally excavated objects for five years
  • ancient coins are often of crucial importance for dating an archaeological site or tomb
  • UNESCO is considering updated the 1970 Convention to include requirements for states to set up specialized antiquities crime teams, but unless international law is also amended to make it possible for these national teams to coordinate efforts, crimes will go unreported by one country to another, and efforts to stop crime in one country will simply shift it elsewhere.
Ferri doesn't suggest many solutions, though he does say Italy would be better served if it adopted something like Iraq's legislation which makes it a serious crime to not turn over to police objects excavated after 1995. While such legislation didn't do much to stem the looting of Iraq's sites, because there have been no antiquities police deployed to enforce it, similar laws under Saddam worked well (at least until the sanctions and no-fly zones eroded enforcement capabilities. Italian carabinieri armed with such a law would certainly be able to do even more than they are doing now, which is already considerable.
