Indeed, so much so that I feel that the State Department has given the legal requirements of emergency restrictions under the CPIA short shrift in deciding to impose import restrictions on virtually all Iraqi cultural property.<BR/> <BR/>I am also not sure why you feel it is the responsibility of the State Department to come up with a plan to protect Iraqi archaeological sites. Isn't it time for the Iraqis themselves to take responsibility for such matters? They certainly now have the money and security forces necessary to do so should they make it a priority. <BR/> <BR/>Finally, I do, however, agree with you that import restrictions do little or nothing to secure archeological sites.
